New York has become the first state in the country to provide consumer rebates at retail for select energy-efficient appliances under the Inflation Reduction Act (IRA).
Through its participation in the Biden administration program, the Empire State is making the IRA’s Home Electrification and Appliance Rebate initiative (HEAR) accessible to consumers with upfront rebates at participating retailers and through direct-to-consumer options.
Depending on household income, the HEAR program provides American households in participating states with rebates covering 50% to 100% of the cost of certain energy-efficient appliances and home upgrades to encourage broader adoption of sustainable lifestyles.

Samsung is the first company in New York, and consequently the nation, to offer up-front discounts to consumers statewide through the IRA’s HEAR program, the vendor said. Under the plan, consumers will initially be able to save up to $840 on select Energy Star-rated Samsung laundry products, including its all-in-one Bespoke AI Laundry Combo with heat pump dryer and three electric ventless heat pump dryer models.
According to EPA Energy Star, heat pump dryers are 28% more energy efficient than standard dryers.
It Takes a Village
Samsung said the green incentives are the result of years of cross-sector collaboration between appliance manufacturers, retail partners, non-profit advocates and local, state and federal officials to reduce households’ energy footprint and costs.
“Samsung Electronics America is grateful for the partnership and leadership of the White House, Department of Energy, New York State, our retailer partners and environmental non-profit leaders to make these critical rebates under the Inflation Reduction Act a reality for New Yorkers,” said Mark Lippert, the manufacturer’s executive VP and head of North American public affairs. “This is just the beginning of our rebates journey in New York and across the U.S., and we look forward to working with our partners to expand these retail rebates to more products and in more states across the country.”
New York will continue to expand the range of energy-efficient products eligible for rebates in 2025 to include Energy Star-rated induction cooktops, and the IRA will ultimately provide rebates and tax credits to households across America pending implementation by individual states.
